NDIS rostering, billing and claims software for Australian providersYou've said FFS about your software.
Now it's the name of it. Fully Funded Shifts checks every shift against the participant's service agreement budget the moment it's rostered, so problems are caught before a shift is worked or a claim goes out.

Check the service agreement budget
This shift can't be covered by the participant's service agreement as it stands. Choose where the funding should come from.

From FFS to Fully Funded Shifts
The three moments that make providers say it, and what happens instead.
Before: the shift nobody checked against funding.
Funding checked at rostering
A shift that would overspend a support category in the participant's service agreement can't be saved without a funding decision or a manager's written override.
Double billing, missing item numbers, $0 lines and billed-versus-worked hour mismatches are caught before invoices go out. The NDIA bulk claim file is checked before you download it.
We're an NDIS provider ourselves. We live and breathe rostering, service agreements, claims and audits, and we built Fully Funded Shifts because we needed it.
It runs our own organisation every day, so the things that slow a provider down are the things we notice first. Every day we use it to:
Roster our own support workers
Check shifts against our participants' service agreements
Send our own invoices and NDIA claims
NDIS software from roster to claim
Timesheets, invoices and NDIA claim files all come from one roster, alongside your staff compliance, incidents and policies.
Rules checked before publishing
Double-booking, leave clashes, incompatible worker–participant pairs, not enough travel time and shifts outside the service agreement are blocked.
Invoice lines go to the NDIA, plan managers or participants automatically, and draft invoices are sent to Xero. AI also reads shift notes for signs of a billing problem.
AI reviews timesheets and gives each a confidence score. Turn on auto-approve for the shifts where everything went right, after running it in shadow mode first. Approved hours export to Employment Hero.
One shift, from the roster to the claim file, without being typed in twice.
Roster
Build the week. Each shift is checked against the service agreement budget, worker clearances and rostering rules as you go.
Work
Support workers clock in with GPS from their phone browser, then add shift notes, tasks, km and expenses.
Review
AI flags timesheets that need a look. Your team approves them, and approved hours export to Employment Hero.
Invoice
NDIS pricing is applied automatically, and pre-invoice checks catch double billing, missing item numbers and hour mismatches.
Claim
Download the NDIA bulk claim file, checked first. Lines for plan managers and participants are routed to them.
Made for the phone in a support worker's pocket
The support worker app runs in any phone browser, so there's nothing to install. Big buttons and one main action per screen, for when one hand is busy.
GPS clock-in and clock-out
Shift notes, tasks, km and expenses

Incident reports from the shift, with photos and a body map
Your GPS location is captured at clock in/out for compliance.

Careful with participant information
What's in place today to protect your records and your participants' privacy.
Support only gets in when you say so
Our support team can't see your data until one of your admins gives them a code. You choose how long and what they can do, can end it any time, and get a record of everything they did.
Compulsory two-step sign-in
Everyone signs in with a second step, so a password alone isn't enough to get in.
Audit trails kept for seven years
Four audit trails record who did what and when, copied every hour to an archive that can't be changed.
Your own encrypted space
Each provider's data is kept separately in Sydney, encrypted with its own key. Backups are encrypted too.
Fully Funded Shifts is NDIS software for Australian providers. It covers rostering, NDIS pricing, timesheets, invoicing, NDIA bulk claim files, staff compliance, incidents and policies in one system, and checks every shift against the participant's service agreement budget when it's rostered.
Does it check funding against the NDIS plan?
It checks every shift against the participant's service agreement budget when it's rostered. Budgets aren't imported from NDIS plans yet.
Does it connect directly to PRODA or the NDIA?
Not yet. Fully Funded Shifts builds the NDIA bulk claim file and checks it before you download it, ready for you to upload.
Is there an app to download?
No. It works in any phone browser, so support workers sign in on the phone they already carry.
Does AI approve timesheets?
Only if you turn it on. By default, AI reviews each timesheet, gives it a confidence score and flags the ones that need a look, and people decide. You can turn on auto-approve for shifts that meet the rules you set and the confidence score you choose. Run it in shadow mode first: a report shows how often your approvers agreed with what it would have approved.
Does it work with Xero?
It sends draft invoices to Xero. This is one-way: payments aren't brought back from Xero yet.
Does it run payroll?
It exports approved hours to Employment Hero. Award calculations stay in your payroll system.
What happens when a support worker has no signal?
Shift notes save without signal. Clocking in and out needs a connection.
